IER Secretariat

The day-to-day management of the Institution is carried out by an Executive Secretariat and The Executive Secretary serves as a Chief Budget Manager of the Institution regularly and joint signatory of accounts of the Institution. In addition to the day-to-day management of the Institution, the Executive Secretary assists on daily basis the President, the Governing Council as well as the Committees for the accomplishment of the mission of the Institution.

Steven SABITI

Steven SABITI is the Executive Secretary/Chief Executive officer. He holds a Master’s Degree in Business Administration (MBA), specializing in Leadership and Organizational Development, from Oklahoma Christian University in the United States of America (USA) and a bachelor’s degree in Business Administration from the former National University of Rwanda.

Steven has several professional Certifications including Organizational Development Certified Professional (ODCP) offered by Institute of Organizational Development, United States of America; Balanced Scorecard Certified Professional (BSP) offered by Balanced Scorecard Institute and George Washington University College of Professional Studies. He also has a Diploma in Leadership and Sustainable Management offered by Swedish Management Institute.

Prior to joining Institution of Engineers Rwanda, Steven worked at Horizon Group Ltd, as the Research and Organization Development Manager, worked at the former National University of Rwanda as Assistant Lecturer. He also held the positions of Director of Human Resources and Administration, Deputy Director in Charge of Human Resources and Staff Development Officer in the same institution

Diana MUTONI

Diana MUTONI is the Communication and Public Relations Manager. She has Bachelor’s Degree in Marketing and Communication from the College of Business and Economics of the University of Rwanda. Prior joining the Institution of Engineers Rwanda (IER). She worked for The Newtimes Rwanda as Marketing and Sales Specialist.

Gaudence INGABIRE

Gaudence INGABIRE is the Acting Registration Records and Certification Officer. She has a Bachelor’s Degree of Arts from the former National University of Rwanda. She has been working with the Institution of Engineers Rwanda for the last 8 years.

Viviane SANGWINEZA

Viviane SAGWINEZA is the Archives and Digitalization Officer. She has Advanced Diploma in Civil Engineering. She has been working with the Institution of Engineers Rwanda for the last 3 years.

Lucky NDAYISABA

Lucky NDAYISABA is the Finance and Administration Manager for the Institution. He holds a Bachelor’s Degree in Accounting Science and a Master’s Degree in Business Administration with specialization in Accounting. He has Certified Accounting Technician (CAT), currently He is Certified Public Accountant (CPA). Prior joining the IER, he worked as Finance and Administration Officer of Ngoma District.

George RUCINYA

George RUCINYA is the Data Reconciliation Officer for the Institution of Engineers Rwanda. He holds an Advanced Diploma in Information Technology acquired from IPRC Kicukiro.

Eng. Lydie E. Uwantege

Eng. Lydie Uwantege serves as the Operations Manager at the Institution of Engineers Rwanda, has a background as a licensed Civil Engineer with 8 years of experience in infrastructure projects. She’s adept at tasks such as feasibility studies, detailed design, budgeting, permitting, procurement, construction management, and commissioning major public works such as hydroelectric dams, water supply projects, and roads. Moreover, she possesses a solid understanding of construction and contract management, as well as public procurement for construction projects

Lydie graduated from KIST (now the University of Rwanda College of Science and Technology) with a degree in Civil Water and Environmental Engineering. Additionally, she earned a Diploma in Contract Management specializing in FIDIC Contracts from the College of Contract Management in the UK. She recently completed her EMBA at Quantic School of Business & Technology (USA).

Active in professional circles, Eng. Lydie is a member of the American Society of Civil Engineers and serves on the Governing Engineers Council (GEC). She has contributed to various Impact Organizations such as Engineers Without Borders USA and UK, and the World Economic Forum (WEF) Global Shapers in roles including Professional Mentor, Technical Paper Reviewer, and Impact Officer
